Meet your newly appointed Trophy Club Volunteers!
At the September 24, 2019, Council meeting, the Town Council made annual appointments to the following Boards, Commissions, and Corporation:
Animal Shelter Advisory Board:
Dr. Rachel Speed Webster, Chuck Hall, and Pamela Swan were reappointed to the Animal Shelter Advisory Board. Dr. Speed was appointed to the Veterinarian position and has over 18 years' experience working in both day practices and emergency hospitals. She has practiced medicine at the Animal Emergency Hospital of North Texas and Specialty Center for 11 years working intricately with highly trained specialists in the veterinary field. Chuck has been a resident for 20 years and has 10 years of community volunteer service with the TCR Youth Baseball Association and Byron Nelson High School. Pamela has been a resident for seven years and has volunteered with various animal rescue groups.
Council also reappointed Susan Edstrom to serve as the Chairperson. Susan was first appointed to the Board when it was established in 2013. She has a deep passion for animal rescue and has a strong suit in animal advocacy.

Building Standards Commission:
Council reappointed Peter Blanchard and Sean Cannon to serve on the Building Standards Commission. Peter was reappointed to serve as the Chairperson and offers strategic management skills. Sean has been a resident for five years and has over 20 years’ experience in general contracting. Sean has served on the Board since 2016 and has over 20 years’ experience in general contracting.

Charter Review Commission:
Council appointed Dave Edstrom, Timothy Patterson, Dennis Sheridan, Bruce Dale, Rhylan Rowe, Kevin Carr, Louis Opipare, Danny Mayer, and Jared King. Dave has been a resident for 30 years and was active with the original charter discussions. Timothy is an attorney and has been practicing law since 2002. Dennis has been a resident for 23 years and previously served as the Chairperson for the Planning and Zoning Commission. Bruce is an active volunteer and established the Trophy Club Rotary Club. Rhylan has been a resident for over 14 years and previously served on the Town Council. Kevin previously served on the Trophy Club Municipal Utility District No. 1 Board of Directors. Louis has served on various boards over the past several years, including the Crime Control and Prevention District Board and the Zoning Board of Adjustment. Danny has resided in Town for 10 years and previously served on the Town Council. Jared has served in various volunteer capacities, including the Tax Increment Reinvestment Zone No. 2 and the Ethics Review Commission.
Dennis Sheridan was appointed to serve as the Chairperson and Rhylan Rowe was appointed to serve as the Vice-Chairperson. Council Member Philip Shoffner was appointed to serve as the Council Liaison for the Commission.

Crime Control and Prevention District Board:
Council appointed Marc Bartels to serve on the Crime Control and Prevention District Board. Marc has been a resident for almost 30 years. He has served in a rotary club for several years and wants to help keep the Town a safe place to live.

Economic Development Corporation 4B:
Michael Clarke and Scott Haro were appointed to serve on the Economic Development Corporation (EDC) 4B. Michael has served on multiple boards and committees and offers a wealth of knowledge in fiduciary management and strategic planning. Scott has been an entrepreneur and business leader for over 20 years and has knowledge in strategic decision making.
Travis Inge and Michael Richmond were reappointed to serve on EDC 4B. Travis has been a resident for seven years and has 14 years of commercial banking experience. Michael has served on the Corporation since October 2015 and has several years’ experience in technology and business transformation. Council Member Sean Bone was reappointed to serve as the Council Liaison for the Corporation.

Ethics Review Commission:
Lisa Kaiser, Scott Hinshaw, and Will Warren were appointed to serve on the Ethics Review Commission. Lisa has an abundance of experience with legal advice for governmental entities since 1998 for the United States Army and the United States Government. Scott has a background in public policy and has worked in the Texas House of Representatives. He has spent 20 years at American Airlines in management roles. Will has been a resident for six years and has experience in strategic development.
Justin Hull was reappointed to serve on Ethics Review Commission. Justin has been a resident for nine years and is an accomplished business owner. Justin desired to get involved to contribute his talents to help improve the Town through Town Boards and Commissions.

Parks and Recreation Board:
Greg Fox was appointed to serve on the Parks and Recreation Board. Greg has been a coach and has worked with the Parks and Recreation Board for five years. He also served on the board for the Trophy Club Roanoke Youth Baseball Association.
David Stout and Tiffany Nimphius were reappointed to the Parks and Recreation Board. David has lived in Town for six years and has several years’ experience in sales. He believes that the Town parks are a vital asset to the community. Tiffany was reappointed to serve as the Chairperson and has served on the Board since February 2016. Council Member Michael Geraci was reappointed to serve as the Council Liaison for the Board.

Planning and Zoning Commission:
Rhylan Rowe was appointed to serve on the Planning and Zoning Commission. Rhylan served on the Town Council for almost five years and offers a wealth of experience and knowledge with the Town’s Code of Ordinances.
Jacob Gibson, Brandon Blake, and Mike Branum were reappointed to serve on the Commission. Jacob has been a resident for more than 11 years and offers 10 years’ experience in construction. Brandon has lived in Town for 11 years and has 20 years of experience in the architectural field. Mike has worked in the planning field at the local and federal levels.
Council also reappointed Jeffrey Beach to serve as the Chairperson. Jeffrey has served on the Commission since 2016.

Tax Increment Reinvestment Zone No. 1:
Michael Clarke was appointed to serve on the Tax Increment Reinvestment Zone (TIRZ) No. 1. Michael has served on multiple boards and committees and offers a wealth of knowledge in fiduciary management and strategic planning. He currently serves on the EDC 4B and has resided in Town since 2015.
Rebecca Barksdale was reappointed to the Tarrant County Official position and has served on the Board since October 2015. Additionally, Michael Richmond was appointed to serve as the Chairperson who has been on the Board since 2018.

Zoning Board of Adjustment:
Doug Harper was appointed to serve on the Zoning Board of Adjustment. Doug has been a resident for seven years and holds an occupation in field service engineering.
Louis Opipare, Sean Cannon, and Peter Blanchard and Mark Hamil were reappointed to serve on the Zoning Board of Adjustment. Louis was reappointed to serve as the Chairperson and has been on the Board since 2013. Sean has served on the Board since 2016 and has over 20 years’ experience in general contracting. Peter currently serves on the Building Standards Commission and offers skills in management and business operations.
