The Trophy Club Town Council announced it has hired Steven Norwood as its new Town Manager. He will begin his duties on October 14, 2019.
Trophy Club Town Council began its search in May looking for an experienced municipal leader. Their top priority was to find someone who had previously served as a city manager in a larger community. In addition, they sought a leader with experience guiding a strategic planning process, building a tremendous team, and creating an economic development plan. In Norwood, the Council feels they found someone who fulfills all those important criteria.
Norwood earned a bachelor’s degree in Criminal Justice at Sam Houston State University and a master’s degree in Urban Affairs at the University of Texas at Arlington. He most recently has worked as Director of Development Services in Grand Prairie, Texas. Additionally, he served as City Manager in Round Rock, Lancaster, and Wylie, Texas, as well as in Prescott, AZ. “I worked with Steven while he was the City Manager for the City of Prescott, and he was the best City Manager Prescott ever had,” said Rowle Simmons, former Mayor of Prescott. “He was a great worker and employee motivator.”
Staff also spoke with Mr. Boles of the City of Round Rock who stated, “I really enjoyed working with Steve during his time with the City of Round Rock.” “Steven got acquainted with the citizens and business in the community and was able to evaluate their needs and develop a plan of action for the community.” “Steven was very organized and surrounded himself with good people.” Mr. Boles also stated that he hated to see Mr. Norwood leave Round Rock and knows that the Town of Trophy Club is lucky to have him as our new Town Manager.
“I’ve served as Director of Development Services in Grand Prairie for 2½ enjoyable years, but I’ve missed leading a city’s government. So, I’m elated once again to have that opportunity in Trophy Club,” Norwood said. “I know my experience leading organizations by setting and achieving measurable goals, like we did in places like Round Rock and Prescott AZ, will help me provide guidance and direction to the strong team in Trophy Club.
Norwood has also served as Chief Administrator for El Paso County and has held municipal leadership positions in Euless and North Richland Hills, Texas. “Since I was in El Paso for less than a year due to a family situation that arose, we weren’t able to reach all the objectives we set there. But that experience -- combined with my overall background as a community leader -- is what’s fueling my desire to return to a town manager’s position now.”
Mayor Sanders said the council had 35 applicants for the Town Manager position and narrowed the candidate pool to three finalists before finally selecting Norwood, who will earn a salary of $200,000 annually. Interim Town Manager Wade Carroll will remain with Trophy Club and return full time to his duties as Fire Chief.
