Trophy Club, TX (September 2, 2020) – Denton and Tarrant Counties have received Federal dollars to distribute to individual cities to help offset COVID-19 related expenses. Trophy Club is allowed to use these funds on expenditures that meet 3 broad requirements;
- The expenditure must be necessary expenditures incurred due to the public health emergency with respects to the COVID-19 outbreak,
- Must not have been accounted for in the 2019-2020 approved budget for Trophy Club, and
- Must be incurred between March 1, 2020 and December 20, 2020.
Both Counties have allotted $55 per person calculated by Town population numbers within their respective counties. Tarrant County has awarded the Town $20,680, and Denton County has awarded the Town $652,905. The Town is still in the midst of its COVID response and is/will be continually accruing expenditures that qualify for these dollars throughout the rest of 2020. The money is meant to mitigate the financial strains caused by COVID-19 or efforts to prepare for it that were not contemplated or accounted for in the budget.
Those expenses must take place between March 1 and Dec. 20, 2020. That money can be spent on medical expenses, public health expenses, including PPE and disinfecting facilities, as well as limited payroll expenses and actions to make complying with COVID-19 public health measures easier, such as required software allowing for virtual meetings and equipment/infrastructure needs to allow for telework.
“At this point in time, the funding cannot be used to offset our revenue shortfalls,” Norwood said. “There are some additional stimulus bills making their way through at the federal level that would allow for that funding to be used to cover revenue shortfalls or to change the language of the CARES Act.”
Norwood said an internal process was developed and is being used to review all requests for the use of the money and ensure that they are being spent with established guidelines and rules taken into account. Town staff is “paying very particular attention to what we can and can’t spend it on,” Norwood said, “as it will have to be returned if it’s spent inappropriately, and that must be avoided.”
