MUNICIPAL
UTILITY DISTRICTS
A
Municipal Utility District (MUD) is chartered by the State
of Texas. The primary responsibility of a MUD is to provide
water and sewer service in an area not initially within the
boundary of a city. A MUD has taxing authority and is used
by a developer to allow him to recover a portion of his initial
investment without having to add the total cost of infrastructure
to the lot price. When the Trophy Club area was initially
developed, the Town of Trophy Club was not yet incorporated.
As a result, MUD districts were set in place to provide water
and sewer service.
There
are two Municipal Utility Districts in Trophy Club: Trophy
Club Municipal Utility District No. 1 and Trophy Club Municipal
Utility District No. 2. Each District is governed by a five-member
Board, whose members are elected to four-year terms. The five
Board members of each district also serve on the 10-member
Master District Board. The day-to- day operation is under
the direction of the Master District Board and is managed
by a District Manager hired by the Board. Robert
Scott is the District Manager.
Both
MUDs provide water, wastewater treatment, and fire protection
to areas within their boundaries. The operational costs, with
the exception of the fire department, are paid entirely by
water and sewer revenues.

District No. 1 is almost fully developed (with the exception
of the undeveloped land in the Solana complex) and has a
valuation in excess of $520 million. The Solana complex
located South of 114 was annexed into the District in the
1980s and provides a significant portion of the valuation.

District No. 2 is approximately 60% developed and has a
valuation of approximately $391 million. Most of the current
growth is occurring within the MUD 2 boundaries.

There are approximately 1,000 acres of land within the Town
of Trophy Club that are yet to be developed and do not currently
lie within either of the MUDs.
The
MUD 1 Board meets every other month on the second Tuesday
at 6:00 PM in the Board Room at the Svore Municipal Building
at 100 Municipal Drive. The public is welcome to attend.
The
MUD 2 Board meets monthly on the first Wednesday at 7:00 PM
in the Board Room at the Svore Municipal Building at 100 Municipal
Drive. The public is welcome to attend.
The
Master District Board meets monthly on the second Thursday
at 6:00 p.m. at the Svore Municipal Building at 100 Municipal
Drive. The public is welcome to attend.

"Notice to Purchaser" form is mandated by the Texas Water
Code under Section 50.301, which requires property sellers
to identify to the buyer that the subject property lies within
a Municipal Utility District. This "Notice" provides the buyer
with information regarding the MUD's bonds, the current tax
