Release: TCEQ Says Drought Planning Essential; Public Water
Systems Encouraged To Implement Contingency Plans
FOR
IMMEDIATE RELEASE - Thursday, June 23, 2011
Contact: Andrea Morrow Phone: 512-239-5011 Pager: 512-896-3727
Drought conditions are widespread across the state of Texas
and may worsen. In order to avert water shortages, the Texas
Commission on Environmental Quality sent a letter to public
water suppliers today encouraging them to implement their
drought contingency plans. The TCEQ requires water suppliers
to develop drought contingency plans to manage water usage,
reduce peak demand and extend supplies. TCEQ rules apply to
all retail public water suppliers and wholesale water suppliers.
The plans typically include targets for water use reductions,
conservation measures, ways to manage supply and demand, and
public education. Drought plans are set by each supplier and
can be triggered by usage or low water supplies. Customers
will be notified by their water supplier when a plan is activated.
Most often, voluntary measures will be taken before mandatory
restrictions are imposed. To make reporting easier, the agency
now allows systems to file reports, indicating activation
of various stages of their drought contingency plans, online.
Information on public water systems under restriction can
be found on the TCEQ’s Texas Drought Information Web page:
http://www.tceq.texas.gov/response/drought. Water is a precious
resource – all Texans are encouraged to conserve, especially
during times of drought.

Information:

A
Municipal Utility District (MUD) is chartered by the State
of Texas. The primary responsibility of a MUD is to provide
water and sewer service in an area not initially within the
boundary of a city. A MUD has taxing authority and is used
by a developer to allow him to recover a portion of his initial
investment without having to add the total cost of infrastructure
to the lot price. When the Trophy Club area was initially
developed, the Town of Trophy Club was not yet incorporated.
As a result, MUD districts were set in place to provide water
and sewer service.
Before there was a Town, the area we now know as Trophy Club
was originally designed with five MUDs planned. MUD1 was the
original MUD and was formed in 1975. In the early 1980's,
MUDs 2 & 3 were formed as development began to occur in those
areas. MUD2 originally was the area west of the creek that
crosses under Trophy Club Drive near Tom Thumb. This originally
included the area known as "Village West" over by Lakeview
Elementary school and the Baptist Church. MUD3 was the area
on the East side of town, between Timberline and Harmony Park.
In 1985 the Town of Trophy Club was incorporated and in July
of 1990, MUDs 2 & 3 consolidated into what was known as MUD2.
Subsequently, there was an agreement that all remaining land
would become part of MUD2 rather than creating any new MUDs.
Trophy
Club Municipal Utility District No. 1 is currently governed
by a five-member Board. Directors Nick Sanders and Jim Moss
will serve 2-year terms. Directors Jim Thomas, Bill Armstrong,
and Kevin Carr will serve four-year terms. The day-to-day
operation is managed by District Manager Robert
Scott.
Trophy
Club Municipal Utility District No. 1 provides water,
wastewater treatment, and fire protection to the Town of Trophy
Club and parts of Solana. The operational costs, with the
exception of the fire department, are paid entirely by water
and sewer revenues. TCMUD No. 1 is approximately 60% developed
(with the exception of the undeveloped land in the Solana
complex) and has a valuation in excess of $911 million. The
Solana complex located south of 114 was annexed into the District
in the 1980s and provides a significant portion of the valuation.

Solana
Facility
In 1982, the Partnership that was building the area now
known as Solana, located in Westlake along with the City of
Westlake, approached MUD1 to request water, sewer and fire
protection, as MUD1 had all three capabilities already in
place. At that time there was no Town of Trophy Club as the
Town was not incorporated until 1985. With agreement from
Westlake, Solana was annexed into MUD1 in 1983.

to identify to the buyer that the subject property lies within
a Municipal Utility District. This "Notice" provides the buyer
with information regarding the MUD's bonds, the current tax
rate, and standby fees, if applicable. Click here to view
